Olá amigo, você deu permissão 777 na pasta mp3 ou na pasta content ?
Caso tenha sido a pasta mp3, dê permissão 777 a pasta CONTENT inteira incluindo arquivos e subpastas ou tente um arquivo menor somente para testar.

Pois a minha funcionou normal aqui.
